Subcontracting outreach to federal primes
Too small to prime a $3M contract? The company that won it still needs your specialty. We find them every week and write the first email.
Why this works
Federal awards are public. Within days of a contract being signed, USAspending shows who won it, how much it's worth, what it covers and when it ends.
The winner has to deliver all of it, often with a team sized for the bid, not the work. A specialist who shows up with the contract number and a clear offer gets a reply. A capability statement sent to a generic inbox doesn't.
How we choose targets
- Active period of performanceNo point pitching work that has already ended.
- Your NAICS codes and specialty keywordsMatched against the award's own description, not only its code.
- A size you can matter onTypically $150K to $20M, where one specialist changes delivery.
- Primes worth writing toUniversities, non-profits, the largest primes, resellers and sole proprietors are filtered out.
What a draft looks like
Short, about their contract, and limited to what your profile says you can do.

- FHIR and document AI support for your CMS award [contract number]
Hi [first name],
I saw your team continued the CMS FHIR server work in September, alongside the secure AI task at CMS. Congratulations on both.
We're a small technical firm in Denver, and our work lines up with both awards: HL7 and FHIR integration on one side, production OCR-to-AI extraction with human review on the other.
If you need extra hands on the FHIR roadmap or the documentation AI work, I'd like to talk about supporting you as a subcontractor. Capability statement attached.

Recompetes and follow-ups
Contracts about to end
Awards whose period of performance ends within 45 days are flagged, so you can approach the incumbent about the follow-on, or a challenger about teaming against them.
Drafts you haven't sent
Mark what you sent and what came back. Anything still unsent returns on the next list, so a good target doesn't get lost.
Questions
Do you send the emails for me?
No. We draft them and you send them from your own address. Primes answer people, and a message from your inbox, under your name, gets read.
Where do the contacts come from?
From each company's public SAM.gov entity registration and its own website. We never guess an address and present it as verified; inferred addresses are marked as inferred.
Which awards count as targets?
Active awards in your NAICS codes whose description matches your specialty, usually between $150K and $20M. Universities, non-profits, the largest primes, resellers and sole proprietors are filtered out.
What if I hold no set-aside certifications?
That's fine. Drafts never claim a status you don't have. Many primes need technical specialists regardless of certifications.
How many targets a week?
It depends on how busy your agencies are. A health IT profile in October 2026 produced about 20 new targets from one week of awards.
